The water in Arraial is clear because of upwelling — cold, deep currents rising along this stretch of coast. That turns almost any anchorage into a snorkelling stop, and a fast boat lets you try several in a day rather than settling for one.
Shallow draft helps too: smaller boats anchor closer to the sand than larger ones, which matters at the busier beaches in high season. The water itself is genuinely cold compared with the rest of Brazil — bring a towel and something warm for the ride back.
